Countless bail jumpers fail to appear in court where they then become wanted fugitives. A majority cross into the state of Illinois, a state which has banned bounty hunting as a result from the case “Schilb v. Kuebel, 264 N.E.2nd 377, 380 (Ill. 1970), aff’d 404 U.S. 357 (1971); Ill. Stat. Ch. 725 § 5/110-7, 5/110-8.  “No bail bondsman from any state may seize or tansport unwillingly any person found in this State who is allegedly in violation of a bail bond posted in some other state.”  Ill. Stat. Ch. 725 § 5/103-9”. – Clients sign a waiver of extradition with their bail companies stating that they may sieze and transport their persons at any time for any reason. A majority of these fugitives run from Indiana, Michigan, Iowa, Missouri, But have the potential to come from any state. Bounty hunting and a commercial bail bonds system has been legalized in all states but four, [Illinois] such as Wisconsin, Oregon and Kentucky. We would like to appeal this ban to apprehend defendants who did not live up to their expectation, and to keep Illinois residents safe from potentially dangerous individuals. Bail Enforcement Agents dont cost the tax payers anything.
